I am currently the Oregon NWTF State President and do a bunch of public land hunting in OR. I am not a guide or outfitter but have had success over the years and more than happy to help give you direction for hunting public OR. Our tags are over the counter. You can kill 3 birds. Where I mainly hunt there are eastern/rio hybrids. On the west side of the state you can find more Rios. On the east side, the NWTF has done a lot of work to help provide a great population of birds. During the spring you can also enjoy morel mushroom hunting and shed hunting. Two of the national forests that I recommend are the Malheur NF and the Ochoco NF. The Malheur National Forest contains more than 1.4 million acres in the Blue Mountains of eastern Oregon. The forest consists of high desert grasslands, sage, juniper, pine, fir, and other tree species. The Ochoco National Forest and the Crooked River National Grassland provide many recreation opportunities spread across 1,000,000 acres in Central Oregon including three Wilderness areas.
